Gerardo J. Meléndez, PhD

Dr. Meléndez is President and CEO of Enterprise Technology Systems, LLC, which provides consulting services specializing in organizational structure, strategy development, continuous process improvement, program management, C5ISR, border security, and armaments. Dr. Meléndez retired from federal service after a 31-year career working for the US Army as a Senior Executive Servant (SES Tier 2, equivalent to Major General). He served as the Director of the Armament Research, Development & Engineering Center in Picatinny Arsenal, NJ with responsibility for research, development and engineering of Army lethality capabilities. Prior to that he served as the Director of the CERDEC Command & Control Directorate with responsibility for research, development and engineering of command and control; portable and mobile electric power systems; environmental control systems; position, navigation and timing; and quick reaction integration of systems into military platforms. Upon retirement Dr Meléndez has provided consultancy services to the federal government, defense contractors, the Kingdom of Saudi Arabia, and biotech industry in South Korea. His consultancy efforts have spanned a wide range of topics to include integration of novel power and energy concepts into armament systems, assessment of US armament system’s lethality in a “near-peer” conflict, implementation of C5ISR capabilities for national border security, import of COVID diagnostic tools, and more recently border security strategy development using next generation C5ISR capabilities.

Dr. Meléndez received a B.Sc. in Biomedical Engineering from Tulane University in 1980 and a M.Sc. in Electrical Engineering from Brown University in 1983. He advanced his engineering education through the Post-Master’s Program at Princeton University from 1984 to 1986. In 1993 he completed a doctorate in Electrical Engineering at Drexel University focused on digital signal processing and artificial neural networks where he developed the concept of pre-training for artificial intelligence. In 2002 Dr. Meléndez received a Master of Strategic Studies from the Army War College.

Dr. Meléndez received the Samuel Stiber Award for Technical Excellence (1988), the Commander’s Civilian Service Medal (1998), the Superior Civilian Service Medal (2003), and the Exceptional Civilian Service Medal (2014). He was conferred the Rank of Meritorious Executive by the U.S. President in 2010. Dr. Meléndez was inducted into the Drexel University College of Engineering Alumni Circle of Distinction (2012), into the Order of Saint Maurice (2013), into the Ordnance Order of Samuel Sharpe (2014), and into the Drexel University Silver Dragon Society (2019).

Dr. Meléndez has served in a number of boards to include Interfaith Housing Development Corporation of Bucks County Board of Directors (2018-Present, currently Chairman of the Board), Drexel University College of Engineering Dean’s Executive Advisory Council (2018-2024), US Army Research, Development and Engineering Command Board of Directors (2010-2014), Stevens Institute of Technology, Howe School of Business Alliance for Innovation and Leadership Board of Advisors (2010-2014), First Atlantic Federal Credit Union Supervisory Board (2007-2009).
